I predict the United states tone was one of anger and seriousness, but it is also what I believe the spark the U.S government was looking for to get into a war with Germany, especially after they discovered a German transmission to Mexico to urge a western war.
for the Germans their response to the sinking of the Lusitania and U.S declaration of war was as follows American peace was a deception, fore all aboard those vessels were warned of the the danger of unrestricted submarine warfare occurring in their path of travel. even the government was warned about the war taking place in Atlantic ocean.
